Whey is a milk product, so whey protein is dairy. Whey is the liquid fraction left after milk coagulates during processes such as cheesemaking. Manufacturers filter and concentrate proteins from that liquid to make whey protein concentrate, whey protein isolate, and related ingredients.
A product can be very low in lactose and still be dairy. Whey protein remains milk protein, which matters especially when separating lactose intolerance from milk allergy.
Whey begins as the liquid separated from milk curds
When milk coagulates, much of the casein forms curds while another fraction remains in the surrounding liquid. That liquid is whey, containing water, lactose, minerals, and proteins such as beta-lactoglobulin and alpha-lactalbumin.
Processing concentrates those proteins into powders. Whey is therefore not merely “similar to milk protein”; it comes directly from milk. FDA uses whey as a clear example of an ingredient whose allergen source must be identified as milk on U.S. labels.
The same general logic applies in Europe, where milk and milk-derived ingredients are among the allergens that must be emphasized in ingredient lists.
Concentrate, isolate, and hydrolysate contain different amounts of lactose
Whey protein concentrate contains a variable proportion of protein along with some lactose, fat, and minerals. Whey protein isolate goes through additional filtration and normally contains a higher percentage of protein with less lactose and fat.
Hydrolyzed whey has had some of its protein chains broken into smaller peptides. That changes digestion speed or functional properties, but hydrolysis does not turn the protein into a non-dairy ingredient.
Someone with lactose intolerance may tolerate some isolates more easily than certain concentrates, but product composition and individual tolerance matter. “Whey isolate” should not automatically be read as “zero lactose.”
For milk allergy, lower lactose does not solve the relevant problem
Milk allergy is triggered by milk proteins, which are precisely what a whey supplement is designed to concentrate. Removing lactose—the milk sugar—does not remove the allergenic proteins.
FDA specifically identifies whey as a milk-derived protein that falls under allergen-labeling requirements. A highly filtered low-lactose isolate can therefore remain completely inappropriate for someone with milk allergy.
This is why “lactose-free whey” and “dairy-free protein” are not interchangeable claims. A lactose-free whey product can still be milk-derived; a truly dairy-free protein uses a different source.
Whey is not vegan simply because it may be a cheesemaking by-product
Whey is sometimes described as a by-product of cheese production, but its origin is still animal milk. Vegan protein powders use sources such as pea, soy, rice, hemp, or other plant proteins rather than conventional whey.
Some blends combine whey with plant proteins. Front-of-package language may emphasize “plant blend” or “high protein,” while the ingredient list reveals the actual sources. That full label matters for both vegan diets and milk allergy.
Newer “animal-free whey” made by precision fermentation adds another layer. Although it may be produced without cows, the resulting proteins can be designed to match milk proteins and may retain milk-allergen implications. The product’s allergen labeling is the appropriate guide.
Choose based on whether your issue is lactose, allergy, or avoiding dairy entirely
For lactose intolerance, compare actual product information and consider isolates or products specifically labeled lactose-free if you need a lower lactose load. Individual tolerance remains important.
For milk allergy, do not use lactose quantity as the safety test. Choose a genuinely non-dairy protein and read allergen statements carefully. For a vegan or dairy-free preference, conventional whey does not fit either.
Ready-to-drink shakes, protein bars, meal replacements, and flavored powders can complicate the picture because they may combine whey with casein, milk powder, cream ingredients, or added carbohydrates. If lactose tolerance is the concern, the word isolate alone does not tell you the lactose content of the whole finished product. If milk allergy is the concern, any whey ingredient is already enough to classify the product as milk-derived regardless of what else is in the formula.
The central answer is straightforward: whey is milk protein and therefore dairy. Concentrate, isolate, and hydrolysate change processing and composition, not the underlying source.
