If 300 grams dry produces 840 grams cooked and you serve 210 grams, the serving is one quarter of the finished batch. It receives roughly one quarter of the nutrients from the original 300 grams, assuming the batch is uniform.
You can also weigh the cooked serving directly and use a food-composition entry for the same type of cooked rice. The mistake to avoid is applying dry-rice calories per 100 grams to the much heavier cooked weight.
Oil, broth, and other ingredients can change the calorie total
Water alone adds no calories, but rice recipes often contain oil, butter, coconut milk, nuts, or energy-dense sauces. Those ingredients increase the batch total and need to be included when calculating the complete dish.

For calorie tracking, choose either dry weight with dry-rice data or cooked weight with cooked-rice data and use that method consistently.
