A carrot can be hard and orange except for one dark mark on the surface. Another carrot can have a black patch that sinks under your finger and feels wet underneath. Those are not equivalent. Color alone is less useful than texture, depth, and how much tissue is affected.
A tiny dry superficial spot on an otherwise firm carrot can usually be trimmed generously. A dark area that is soft, water-soaked, slimy, moldy, spreading, deep into the root, or foul-smelling is a reason to discard the carrot.
Dry damage and rot behave differently
Carrots can darken around bruises, dehydration injury, and other localized defects. A wound can look unattractive without the entire root breaking down.
Postharvest rots behave differently. UC Davis lists gray mold, watery rot, Rhizopus rot, bacterial soft rot, and sour rot among carrot disease problems. Wetness and loss of structure are important clues that the dark patch is part of active decay rather than a simple scar.
Change over time is useful context too. A dry scar may remain localized, while an active lesion tends to become wetter, deeper, or larger. If you keep a carrot with a small defect, use it first and inspect it again rather than assuming the spot will remain unchanged for several more days.
Cut once and look at the tissue underneath

When trimming a localized defect, remove the damaged tissue rather than merely scraping off the dark color.
Inspect the newly exposed surface. If darkening continues inward as wet streaks, soft pockets, or a water-soaked halo, the damage was not truly superficial. Reaching firm, dry orange tissue quickly supports the idea that the defect was limited.
Accidental freezing can also darken carrots
UC Davis notes that frozen carrots can develop a water-soaked outer ring that later blackens. That is a different pattern from one dry surface dot and tells you the tissue has been physically damaged on a wider scale.
A partially frozen carrot may even feel firm while it is still cold and then soften after thawing. Judge the tissue after it has thawed: widespread wet collapse points to more extensive cell damage than a small dry spot on the peel.
Mold calls for a more conservative choice
USDA guidance allows firm vegetables to be trimmed around a small mold spot because mold has more difficulty penetrating dense tissue than soft produce. But that principle assumes a small, localized area and otherwise sound food. Multiple lesions, soft tissue, or extensive growth make “where does it stop?” too uncertain for a carrot worth pennies.
Do not keep carving around many separate spots to save a few pieces. Once the problem is scattered rather than isolated, there is no longer a clear household boundary between sound tissue and affected tissue.
Washing is not a treatment for rot
Rinsing under running water removes surface dirt and is part of normal produce preparation. It does not turn rotten tissue back into healthy tissue. Decide whether the carrot is sound, trim a localized defect if appropriate, then wash the portion you are going to use.
Peeling follows the same logic. Removing the outer layer can eliminate a very shallow mark, but it does not solve decay that extends into the root. The cut surface should show firm, normal tissue before you decide the remaining carrot is worth using.
The rule that works in a kitchen
Small, dry, and shallow: trim it. Wet, soft, deep, moldy, or foul-smelling: toss it. You do not need to identify the exact fungus or storage disorder to make a sensible decision.
Three questions simplify the choice: Is the carrot still firm? Is the spot dry? Do you reach normal tissue quickly when you cut? Three yes answers point toward a localized defect; wetness, collapse, or deep spread points toward a different outcome.
