Powdered Sugar vs Granulated Sugar: Why a Cup-for-Cup Swap Can Fail

In a baked cookie, those larger crystals can help create a particular spread, edge, or crackled surface. A substitution that seems fine in the mixing bowl can therefore behave differently after baking or cooling. The form of the sugar is part of the technique, not merely a way to deliver sweetness.

Recipe testing matters because sugar influences more than sweetness. It also affects water activity, browning, and tenderness, so a seemingly small substitution can change several properties at once in a baked product.

A cup does not contain the same mass

A useful baking reference is about 200 grams for 1 cup granulated sugar and roughly 120 grams for 1 cup unsifted powdered sugar. Packing and brand can shift those numbers, but not enough to erase the gap.

A cup-for-cup substitution can create a large error because fine powdered sugar packs differently and usually contains an anti-caking starch. If a formula calls for 100 grams, the comparison is much easier than when it calls for “1 cup.” The issue is not that powdered sugar is chemically much sweeter. The issue is that a volume measure can hide a very different mass of sucrose plus a small amount of another ingredient.

Starch is part of the package

U.S. confectioners’ sugar commonly includes cornstarch to keep the powder free-flowing. That is helpful in frosting and glaze, but the starch can slightly thicken or dry a delicate mixture.

The starch in powdered sugar helps keep the powder free-flowing, but it also absorbs some moisture. In frostings and icings that can be useful because it contributes to a stable, smooth texture. In candy, syrups, or recipes that depend on very clean sugar crystallization, it may be less desirable. Brands can use somewhat different formulations, so substitutions work best in forgiving recipes and worst in preparations where structure is tightly controlled.

Particle size changes the job

Powdered sugar dissolves almost immediately, which makes it ideal for icing and buttercream. Granulated sugar provides crystals that help aerate butter during creaming and influence how cookies spread and crisp.

Its fast dissolving speed is exactly why powdered sugar works so well in buttercream, quick glazes, and dusting. Granulated sugar is often better when crystals help with creaming or when the recipe expects slower dissolution. Grinding granulated sugar at home can make a fine powder, but it may not match commercial fineness and it will not necessarily contain the same anti-caking starch. That difference can show up in very smooth finishes.

Weight is safer than volume—but not always identical

If a substitution is structurally reasonable, matching sugar by weight is much closer than matching by cups. Even then, the starch and particle size can alter the finished texture.

For baking, treat powdered and granulated sugar as different functional ingredients, not two measuring-cup versions of the same thing.

A practical rule is to respect the specified type whenever sugar is doing structural work. In a drink or another use where the only job is sweetness, a weight-based substitution may be fine. In cookies, meringues, frostings, and precision baking, changing the sugar can change the result. Before swapping, ask whether the recipe depends on volume, crystal size, dissolving speed, or simply the number of grams of sucrose.
