A few dark or black seeds can develop with maturity or storage and do not automatically make a firm, clean pepper unsafe. Fuzzy growth, wet rot, slime, softness, or an off odor is a reason to discard it.
Whole grain does not mean brown, seeded, or multigrain. A whole grain retains the bran, germ, and endosperm in the same relative proportions as the original kernel, even when it has been milled, cracked, or flaked.
