For home cooking, FDA guidance is straightforward: cook mussels, clams, and oysters until their shells open, and throw away the ones that do not open. That recommendation is intentionally simple because a closed shell leaves you without the normal visual cue that the bivalve responded to heating in the expected way.
You may encounter claims that every unopened mussel is perfectly fine if you pry it open. The biology is more complicated than a slogan, but public food-safety advice still favors discarding the closed ones rather than asking a home cook to diagnose why one shell resisted opening.
Heat normally relaxes the mechanism that keeps the shell closed
A live mussel can close its two valves by contracting adductor muscles. During cooking, heat denatures proteins and the muscle can no longer maintain the same contraction. Steam and the mechanical tension around the hinge then allow the valves to separate, producing the familiar open shell.
Opening is therefore a useful cooking cue. It tells you that heat has produced the expected structural change in that mussel. Most of a batch should open within a similar window, although size, position in the pot, and how directly each shell receives heat can make the timing uneven.
Stirring or shaking the covered pot once or twice can redistribute the shells so that cooler pieces reach hotter zones. Do not keep cooking the entire batch for a long time merely to force one stubborn mussel open; the rest can become rubbery while the closed shell still gives you no useful reassurance.
A shell can remain closed for more than one reason
A cooked mussel may stay shut because the adductor mechanism did not release normally, the shell is unusually tight, the hinge is damaged, or the animal was already in poor condition. The visible result does not reveal which explanation applies. That uncertainty is exactly why a simple discard rule is useful in domestic kitchens.
The rule should not be interpreted backward. A shell opening during cooking does not prove that the mussel was free of every pathogen or toxin. Shellfish safety starts with approved sourcing, refrigeration, intact packaging, and any local harvest advisories. Heat reduces many microbial hazards, but some marine biotoxins are not made safe simply because a shell opened.
Likewise, never taste an unopened or suspicious mussel to decide whether it is safe. Sensory testing is a poor substitute for safe sourcing and handling.
The pre-cooking tap test answers a different question
Before cooking, a mussel that is slightly open may still be alive. FDA guidance advises tapping live shellfish and selecting those that close. That test asks whether the animal responds while raw. The post-cooking rule is different: once heated, the expected result is an open shell, so pieces that stay shut are discarded.
This distinction explains why the apparently contradictory advice makes sense. Open before cooking can be acceptable if the mussel closes on stimulation. Closed after cooking is not the expected endpoint, so official guidance says not to eat it.
Cracked shells should have been removed before cooking, and any raw mussel with a persistent bad odor or no closing response should not have entered the pot in the first place. Sorting well before cooking makes the post-cooking check much simpler.
What to do when the pot is finished
When most shells are open and the mussel flesh is cooked, take the pot off the heat. Serve the opened mussels and set aside any completely closed shells. Do not pry them open at the table and do not return them repeatedly to the pot in an attempt to make the rule disappear.
If many mussels in the batch fail to open, that is more unusual than finding a single stubborn shell. Reconsider whether the product was alive and properly stored before cooking and whether the pot heated evenly. If the batch also has an objectionable odor or other signs of deterioration, do not eat it.
The answer to the practical household question is therefore yes: if a mussel remains closed after proper cooking, discard it. The recommendation is conservative by design. It avoids turning one inexpensive shellfish into an unnecessary food-safety gamble.
