“Partially hydrogenated oil” used to appear routinely on shortening, frosting, baked goods, microwave popcorn, and other processed-food labels. Today it is far less common in the United States for a regulatory reason, not because the chemistry changed. Partial hydrogenation adds hydrogen to unsaturated vegetable oils to change texture and stability, but the process also creates trans fatty acids. Partially hydrogenated oils, or PHOs, became the major industrial source of artificial trans fat in the U.S. food supply. FDA ultimately determined that PHOs were no longer generally recognized as safe for use in food, leading to their phaseout.
Hydrogenation changes the physical behavior of liquid oil
Many vegetable oils are rich in unsaturated fatty acids and remain liquid at room temperature. Adding hydrogen across some carbon-carbon double bonds makes the fat more saturated and can raise its melting point, producing a semi-solid texture useful in shortenings, fillings, frostings, and laminated bakery fats. The process can also improve oxidative stability and shelf life. When hydrogenation is only partial, however, some remaining double bonds can change from the natural cis configuration to a trans configuration. Those trans fats have different physical and metabolic properties from the original unsaturated fats.
Why industrial trans fat became a cardiovascular concern
Trans fatty acids raise LDL cholesterol and can lower HDL cholesterol, an unfavorable combination for cardiovascular risk. As evidence accumulated, public-health recommendations moved toward minimizing industrial trans-fat intake. U.S. Nutrition Facts labels began requiring trans fat declaration in 2006, helping consumers identify products, although a label showing 0 grams could still reflect rounding when a serving contained less than the declaration threshold. The ingredient list was therefore useful: seeing “partially hydrogenated oil” indicated an industrial trans-fat source even when the displayed grams were zero for a small serving.
FDA’s PHO decision changed what manufacturers could use
In 2015 FDA issued its final determination that partially hydrogenated oils were not generally recognized as safe. For most uses, June 18, 2018 became the date after which manufacturers could no longer add PHOs to foods without an approved food-additive basis, with transition periods for certain petitioned uses and products already in distribution extending later. FDA states that the final compliance transition reached January 1, 2021, and later rulemaking removed obsolete regulatory references. This history explains why old articles and packages may discuss PHOs as common ingredients while current U.S. supermarket products rarely list them.
Fully hydrogenated oil is not the same ingredient
The word “hydrogenated” needs context. If an oil is fully hydrogenated, essentially all carbon-carbon double bonds are saturated, so the process does not leave the same mixture of trans double bonds produced by partial hydrogenation. Fully hydrogenated fats are very hard and are often blended or interesterified with other fats to achieve a useful texture. That does not make every fully hydrogenated product nutritionally ideal—its saturated-fat content may still matter—but it is chemically inaccurate to treat “fully hydrogenated” as synonymous with “partially hydrogenated” or assume it necessarily provides the same industrial trans-fat profile.
Small amounts of trans fat can still occur without PHOs
Removing PHOs does not make trans fat literally disappear from every food. Small amounts occur naturally in meat and dairy from ruminant animals, and very low levels can form during some oil-processing operations. FDA explicitly notes this distinction. If you are comparing fats for heart health, the broader pattern matters: favoring unsaturated fats from foods such as nuts, seeds, fish, and liquid vegetable oils while limiting saturated and trans fats is more useful than hunting for one historical ingredient in isolation.
How to read a current ingredient list
In current U.S. foods, finding partially hydrogenated oil should be unusual. If you encounter an imported product, an old package, or online information that lists it, check whether the labeling is current and whether the product is legally marketed for the intended use. Nutrition Facts still lists trans fat, while saturated fat and serving size also deserve attention. The key takeaway is that PHOs were a technological solution that produced an unwanted trans-fat consequence; their disappearance from most U.S. foods reflects a major food-safety and nutrition policy change. “Hydrogenated” by itself is not enough to identify the old PHO problem—look specifically at whether the oil is partially hydrogenated.
