Boiling spinach can reduce soluble oxalate because some of it leaches into the cooking water. A study comparing vegetable cooking methods found boiling reduced soluble oxalate far more than steaming in several high-oxalate vegetables, including spinach. Discarding the water removes what has leached out.

Steaming keeps more of the soluble material in the leaves because there is little surrounding water to carry it away. Sautéing also retains most compounds within the pan. That does not make steamed or sautéed spinach unsafe; it simply means cooking method changes oxalate distribution.
