The precise trigger in an individual supermarket pepper is usually impossible to identify. Environmental stress, genetics, and hormone balance have all been discussed in horticultural literature. The important point is that the structure originates during the pepper’s development on the plant.

It is not caused by a worm burrowing into the cavity after harvest, and it does not reproduce independently inside the fruit.

Is the small inner pepper edible?

If the main pepper is fresh and sound, the internal growth is generally just extra plant tissue. It may be firmer, paler, or less flavorful than the outer pepper, so many cooks remove it for texture rather than safety.

Inspect the cavity as you would any cut pepper. Mold, slimy decay, strong off odor, or extensive soft breakdown are reasons to discard affected tissue or the whole pepper depending on severity. The miniature growth itself is not one of those spoilage signs.

Seeds attached around the normal placenta can also vary in color as they mature. Dark or moldy seeds accompanied by decay should be judged separately from a clean internal proliferation.

People expect the hollow cavity of a bell pepper to contain only seeds and pale ribs. A structured fleshy object violates that familiar pattern, which makes it easy to interpret as something foreign. In reality, plants frequently produce developmental oddities when meristems, ovaries, or placental tissues receive unusual growth signals.
