A fish fillet may come out of its package wet, with loose scales or a little liquid on the surface, so rinsing it under the faucet can feel like the clean thing to do. For food safety, it is unnecessary, and the water can turn a contained raw-food problem into contaminated droplets around the kitchen.
Running water does not disinfect fish
A quick rinse may remove a visible bit of debris, but it does not reliably eliminate bacteria or other microorganisms. USDA says specifically that washing or rinsing fish before cooking is not recommended because bacteria can splash onto kitchen surfaces, utensils and other foods.
FoodSafety.gov gives the same practical advice for raw meat, poultry and seafood: do not wash them before cooking. The safer goal is to keep raw-food germs contained rather than create a larger splash zone around the sink.
The issue is not that water somehow makes bacteria more dangerous. It moves droplets. The raw fish was contained in its package or on a cutting board; a faucet can spread tiny droplets beyond the area you remember to clean.
What can get contaminated around the sink?
Raw fish and its juices should stay away from foods that will not receive another cooking step. Even a small splash can reach the faucet handle, sink rim, a cutting board, dish towel or nearby produce.
After handling raw seafood, FDA recommends washing hands with soap and water for at least 20 seconds. Cutting boards, plates, utensils and counters should be washed with hot soapy water before they are used for cooked or ready-to-eat food.
Kitchen order helps too. Prepare salad or other ready-to-eat ingredients first and move them away, then handle the raw fish. That reduces the number of opportunities for a contaminated utensil or droplet to return to food that will not be cooked.
If the surface is wet, use a paper towel instead
For pan-searing, you generally want the fish surface to be fairly dry. If the fillet is very wet, pat it gently with a disposable paper towel, discard the towel immediately, then wash your hands and clean anything the fish or towel touched.
Patting dry is a cooking technique, not disinfection. It can reduce spattering and help the surface brown more readily, but it does not replace adequate cooking or good sanitation.
Open the package over an easy-to-clean work area as well. Keeping raw juices from leaking across a counter or refrigerator shelf follows the same containment principle as skipping the rinse.
What about a whole fish with scales or visible debris?
Cleaning a whole fish—removing viscera, scales or visible material—is different from rinsing a ready-to-cook fillet because you believe water will make it safe. If whole-fish preparation requires some water, keep the flow controlled and thoroughly clean and sanitize the work area afterward.
If a fishmonger has already gutted and cleaned the fish, there is usually no food-safety benefit to giving it another rinse at home. A stray scale or visible spot can often be removed with a clean utensil or paper towel instead.
With a whole fish, water may serve a culinary purpose such as removing a loose scale. That still does not make the rinse a microbiological safety step, and the sink and nearby surfaces need attention afterward.
Lemon, vinegar and salt are not substitutes either
Acidic marinades and salt can change flavor and texture, but they should not be treated as reliable household disinfection. Fish intended to be eaten raw or undercooked requires specific controls for parasites and microorganisms; rinsing it or soaking it in citrus juice is not equivalent to safe cooking.
FDA notes that freezing can kill parasites in some fish, but freezing does not kill all harmful germs. Thorough cooking remains the lowest-risk route from a microbiological standpoint.
Ceviche makes the distinction easy to see: acid turns the flesh opaque and changes proteins, but that visual change is not the same as heating fish to a temperature that reduces heat-sensitive bacteria.
What cooking temperature should fish reach?
FDA and USDA use 145 °F (63 °C) as the standard internal-temperature reference for fish. Without a thermometer, FDA lists opaque flesh that separates easily with a fork as a culinary indicator, although a thermometer gives a more objective check.
Heat is what a faucet cannot provide: adequate cooking effectively reduces heat-sensitive microorganisms present in the food.
When practical, check the thickest part. A thin fillet cooks quickly, while a thick piece may still need time after the surface already looks done.
The safer sequence
Remove the fish from its package, trim or pat away only what is necessary, skip the rinse, contain raw juices, wash your hands and cook. Then wash the tools and surfaces that contacted raw fish with hot soapy water.
The goal is not to make raw fish look cleaner before it reaches the pan. It is to prevent germs from raw seafood from reaching places or foods that will not be cooked afterward.
The useful distinction is between “looks clean” and “handled safely.” A shiny rinsed fillet may look cleaner, but containment, hygiene, and appropriate cooking are what reduce risk.
